OTP Planning Framework
PrintOne of Own the Podium's core functions is managing performance through the Performance Management Framework (PMF). The following primary principals are to be followed:
- The PMF must be an efficient mechanism for both the national sport organization and Own the Podium;
- The PMF would be based on a four-year planning cycle;
- The PMF would be designed with the end goal of being part of a database system to ensure a higher level of efficiency;
- Own the Podium will work with its partners to avoid duplication of reporting processes.
Key Elements
Key elements of a Performance Management Framework for targeted NSOs will include:
- Policy guidelines to govern the relationship between Own the Podium and its client organizations;
- A planning model designed to support the implementation of effective high-performance programs by NSOs;
- Podium objectives that clearly define the purpose of the funding provided to NSOs;
- Own the Podium/NSO agreed benchmarks designed to monitor performance against desired goals for major international competitions (i.e. Olympic/Paralympic Games, World Championships, etc.);
- Tools for high-performance advisors to evaluate the performance of a NSOs high-performance program;
- NSO Information and Performance report designed to provide a snapshot of the current situation, and level of performance for the sport's high- performance program;
- NSO annual review process to facilitate the ongoing monitoring and evaluation of an NSOs program as part of the decision making process for funding recommendations;
- Database to warehouse, and manage NSO information for reporting purposes;
- Toolkits and/or workshops will be developed to facilitate the process.
Objectives
To develop a performance management framework designed to provide:
- Own the Podium with a detailed understanding of the leadership, coaching, athletes, sports science/medicine, performance targets and organizational readiness of each Own the Podium targeted NSOs current high-performance program;
- To support the process of funding recommendations for targeted NSOs;
- A clear understanding of the performance gap between the NSOs current high-performance results, and the standards required to achieve a podium performance;
- An evaluation of the capacity and effectiveness of a NSOs high-performance program against Own the Podium stated goals to enable Own the Podium to target and prioritize the allocation of resources and support;
- Own the Podium with information across NSOs to help determine significant trends, impacts and gaps, to inform the future mandate, and priorities and resource allocation for Own the Podium.
